As we know, in G:KOTM Godzilla became the king of all monsters. He keeps them all under his control, so if someone tries to attack a city, Godzilla stops them.
But our world is large. Sure there are hollow world passages, but even they don't allow really fast travel. Let's say that Godzilla is in Japan now, dealing with Yamata No Orochi. He can't come fast enough to Mexico, which is about to be attacked by Quetzalcoatl. That's where Mechagodzilla comes in.
Mechagodzilla's presence was leaked by toys
Mechagodzilla is a giant robot that was made by Monarch. He has an ORCA inside him, thus allowing him to communicate with other, organic Titans. And if it doesn't work, his appearance will. Did you ever question why Mechagodzilla looks like Godzilla? In this theory Mechagodzilla uses his appearance to fool Titans into thinking that he's Godzilla.
And of course Mechagodzilla is programmed to stay x kilometers away from Godzilla (in order to avoid confusion between the Titans). Why will Mechagodzilla suddenly turn evil? There are rumors about an antagonistic organization called “Apex”. They could hack into Mechagodzilla's programming and steal him from Monarch to kill the Titans, hence the “conspiracy to wipe the creatures” in the movie's premise.
