Not an educator, but I manage a large group of 30-50 year olds who behave like children. Basically the teacher can only respond to what they actually have evidence of, and the bully attacked when the teacher wasn’t looking. The victim is less likely to be careful and instead reacts in the moment, so the teacher is more likely to see it. When they ask what happened, it’s just a he-said, she-said, so they can’t really do anything other than tell them both that that violence/petty behavior is not appropriate, and deal out relevant punishment to the person that they actually saw acting out.

I’d like to know too.
There was a case at my sister’s high school where a boy sexuality assaulted her and all they did was move her to a new class.

Let me say it was really fun telling the teachers what was going on everyday just to be ignored. Til I punched him in the face for it one day and then I was the bully wtf.

I once had a teacher explain to me that she couldn’t do anything about kids in my class relentlessly teasing me because it was “free speech”. Yet somehow it was never “free speech” when I told them off. Yeah, you’d be surprised and shocked how often teachers are complicit in the bullying of students.
