This has been talked about a bunch in the Unresolved Mysteries sub. A lot of the guesses like boat paint don’t make any sense, because who would even care if glitter was in boat paint. I don’t think it could be toothpaste either, because some countries have strict laws about testing and labeling ingredients, so we’d know.

The best guesses I’ve seen are use in currency to help guard against counterfeiting, and in explosive devices to better track a blast zone.

I think craft stores pump it through the HVAC ducting to keep crafting at the forefront of their customer’s minds after they leave.

The millisecond you walk into Hobby Lobby, glitter magically appears on you. Once it’s on you, it sticks around. Later on at home, you’re sitting on the couch and look down to see glitter on your sleeves. That makes you think about some projects you’ve been wanting to do, or something you forgot to buy earlier. Boom. Back to craft store.

At least this is how it works with my girlfriend.
