Not quite. One of the main reasons males are attracted to females’ breasts is because our instincts tell us to be. Just like most animals, humans also look for certain characteristics in a good mate. Women with wide hips tend to have less complications during birth and breast size mainly has to do with being able to feed their child. Without even thinking about it, modern humans still look for the most basic characteristics of mating.

There have been periods of time when male calves were hot, and men wore hose/stockings/only skintight clothes on their lower legs. Or times when beards and beard care were super in.
Those going with evolutionary biology justifications can always find an explanation. Like, well, calves show health/muscle development, healthy beards are a proxy for testosterone for good genetics, etc. But you could easily make the same argument/justification for male chests. Nipple orientation can be pretty affected by the presence of strong pecs underneath. If we were in a society where male nipples were covered and super hot, they would probably say that fixating on well-developed chest muscles is just biology/showing that the man can provide for a family. Similarly, those arguments for men liking large breasts on women don’t have anything to do with the nipple size or shape, but what is beneath them. And again they would say that the development of those stronger muscles is a sign that the man has gone through puberty/is sexually mature.

If their wee a taboo on men showing more skin then their arms for long enough then yes, topless men would become more sexualized. But specifically their breasts? No.
